Work across three Maine hospitals identifies more than $1.1 million in potential annual nurse labor savings while supporting safe, patient-centered staffing and long-term maternity care sustainability
PORTLAND, Maine, Sept. 09, 2026 (GLOBE NEWSWIRE) -- Parity Healthcare Analytics, a nurse workforce performance partner specializing in women’s and children’s services, today announced the results of its work with the Maine Rural Maternity and Obstetrics Management Strategies (RMOMS) Program to support rural hospitals facing the growing workforce, operational and financial challenges of maintaining obstetric services.
Through RMOMS grant funding, three Maine hospitals were provided access to Parity’s nurse workforce decision intelligence technology and healthcare workforce expertise to better understand how nursing resources were being utilized and identify opportunities to create more sustainable models of maternity care.
Across the three participating hospitals, Parity identified more than $1.1 million in potential recurring annual direct RN labor savings opportunities while maintaining a focus on safe, acuity-based nurse staffing and access to maternity services within local communities.
“Rural hospitals are being asked to solve an incredibly difficult equation — maintain access to high-quality maternity care while managing low and unpredictable patient volumes, workforce shortages and significant financial pressure,” said Heidi E. Turning Patient Needs into Workforce Decisions
Parity's perinatal-specific approach evaluates patient volume, acuity and phase of care alongside actual nurse staffing and evidence-based staffing standards. The partnership allowed participating hospitals to move beyond traditional census and productivity measures and evaluate their nursing workforce based on the actual care needs of their patients.
The analysis demonstrated that there was no single solution for rural maternity care. Instead, each hospital required a different strategy based on its patient population, workforce and operating model.
Across the three hospitals, Parity identified opportunities that included:
- More than $1.1 million in potential recurring annual direct RN labor savings through right-sizing budgeted staffing models and reducing dependence on high-cost labor.
- Greater alignment between nursing resources and patient volume, acuity and evidence-based staffing standards.
- Opportunities to redesign full-time and part-time staffing mixes to increase workforce flexibility and reduce overtime dependence.
- Cross-training and mixed-patient assignment strategies designed to maximize existing nursing resources.
- Intra-system workforce sharing models to strengthen staffing coverage at smaller rural hospitals.
- Opportunities to increase utilization of existing maternity unit capacity by caring for additional appropriate patient populations.
- New revenue opportunities through expanded lactation services.
- Alternative operating and provider models designed to improve the long-term sustainability of rural maternity services.
Importantly, the project also demonstrated that workforce optimization does not necessarily mean reducing bedside nursing resources. At participating hospitals where nursing teams were effectively matching staffing to patient needs, Parity's analysis validated those practices while identifying other opportunities within budgeting, workforce composition and hospital operations.
Supporting the Future of Rural Maternity Care
Rural maternity programs face unique challenges because many of the resources required to safely provide obstetric care must remain available regardless of daily patient volume. Low census, unpredictable deliveries, specialized competency requirements and minimum staffing expectations can make traditional hospital productivity models particularly difficult to apply.
The RMOMS partnership provided participating hospitals with objective workforce intelligence to better understand those challenges and evaluate strategies to preserve access while improving financial sustainability.

The project concluded with individualized workforce and operational recommendations for each participating hospital, providing leaders with a data-informed roadmap for continued evaluation of their maternity services.
