Company Confirms It Is Actively Seeking Manufacturing Partners to Build the First Working Prototype of Its Exclusively Licensed Quantum-Photonic Antenna Front-End for Resilient Defense and National-Security UAS Communications
Norwalk, CT, Sept. 04, 2026 (GLOBE NEWSWIRE) -- Quantum Cyber N.V. (Nasdaq: QUCY) ("Quantum Cyber" or the "Company"), a Nasdaq-listed autonomous defense technology company assembling an AI-powered System-of-Systems platform for drone warfare, counter-UAS, and border security applications, today confirmed that it is actively seeking qualified manufacturing partners, foundries, and applied-R&D organizations — and is inviting such organizations to apply — to build the first working prototype of the Company's exclusively licensed quantum-photonic antenna front-end, a compact system intended to support resilient, frequency-agile communications for unmanned aerial systems ("UAS") operating in contested and denied environments.
The call for applications advances the quantum antenna technology previously secured under Quantum Cyber's exclusive worldwide Intellectual Property License Agreement with Project LightShift, Inc., dated June 11, 2026, for defense and national-security UAS applications. With the licensing layer executed and the Company's Bridgeport, Connecticut manufacturing complex advancing toward steady-state drone production, Quantum Cyber is opening the manufacturing side of the quantum-antenna roadmap to qualified.
Call for Applications
Quantum Cyber is inviting qualified factories, foundries, contract manufacturers, and applied-R&D organizations to submit written applications under reference EX-QPA-RFI-001. The application package provides a non-confidential concept envelope and requests a structured written response covering technical fit, work plan, schedule, budgetary pricing, security and export-control posture, workshare and country of performance, IP and data-rights treatment, and the information respondents would require to convert the concept into a buildable prototype package. Inbound interest from qualified organizations the Company has not directly contacted is welcomed.
Applications are requested no later than September 18, 2026, submitted to qucy@arxhq.com with reference EX-QPA-RFI-001 in the subject line. The Company intends, following review, to invite one or more respondents into a controlled technical exchange under confidentiality and, where applicable, export-control review, ahead of any definitive prototype-development and manufacturing agreement. Anticipated Prototype Scope
The requested written response contemplates a prototype-development program spanning feasibility assessment, process definition, design-for-manufacture review, fabrication and packaging, test and characterization (optical, electrical, magnetic, thermal, dimensional, environmental, and communications performance, as applicable), and delivery of at least one operating unit with full documentation. The Company has indicated a preference for partners capable of completing prototype development within a six-month period. The complete material stack, quantum-dot chemistry, wavelengths, topology, tolerances, and performance targets remain proprietary and would be released only through a controlled technical package following execution of applicable agreements and any required export-control review.
Dual-Track Commercial Framework
- Option A — Direct Paid Development. A conventional budgetary cash proposal for feasibility, process definition, prototype fabrication, packaging, testing, and documentation, with separate line items for nonrecurring engineering, materials, tooling, and optional follow-on units.
- Option B — Strategic Partnership or Equity-Linked Structure. A separately negotiated structure involving in-kind development, preferred manufacturing status, strategic investment, or equity-linked consideration. Any Option B proposal must state the equivalent cash cost and would remain subject to due diligence and definitive agreements. No equity, exclusivity, license, investment, or partnership is offered or promised by this inquiry.
Executive Order 14307 has established American drone dominance as an explicit national-security priority, and the U.S. Department of Defense FY2027 Budget Request allocates approximately $55 billion toward drone and autonomous warfare programs — the largest single-year autonomous-warfare allocation in U.S. history. In parallel, Quantum Cyber's Bridgeport, Connecticut manufacturing complex has moved from acquisition into operation, with the Company's first mini-interceptor drone completed on-site and its 80-unit 3D printing drone production farm advancing toward commissioning.
